Check if CUPSD is actually listening on port 631:

$ su
# netstat -pan | grep tcp

If the CUPSD is listening, you should see:

tcp 0 0 0.0.0.0:631 0.0.0.0:* LISTEN XXXX/cupsd

(Where XXXX is a PID)
