I think we'll need a bit more information...
Are there other HDDs on that PC? Which Linux distro are you trying to install?
Most computers using IDE have 2 slots, IDE-0 and IDE-1. Each of those slots can have up to 2 devices, the master and the slave.
So if you want 1 HDD and 1 CD-ROM, you could put it like this
IDE-0
hda (master) - your new HDD
hdb (slave) - your CD-ROM (or CD-RW, DVD-R, etc etc)
if you are using more than that you could also have
IDE-1
hdc (master) - Old HDD for music, etc
hdd (slave) - Backup HDD, etc
Once you've figured out your jumper settings (selecting master/slave groups) you should just be able to pop the CD in for most distros and follow instructions for formatting and installation.
If you cannot get the CD to boot, you may need to get into your computer's BIOS settings (usually holding down DEL, F1, F2, or F12- read the boot screen) and change the boot order to make your CD-ROM the primary boot device.
