2.4.20 Kernel has a bug..no doubt

Well, I changed my hardware and did soem research and I conclude that kernel 2.4.20 has a bug with ide controllers or device IRQ's or something that has to do with medium load ide device usage.

I know that there were significant changes in the ide devices between 2.4.18 and 2.4.20. I can see an increase in throughput on my devices using 2.4.20(using hdparm) but it crashes my machine every time.

so, where do I file a bug that will get noticed?
