wireless hacks error

for christmas I got an awesome book, called "wireless hacks" its from O'Reilly. but in hack #54 titled "Tunneling IPIP Encapsulation" the author says that that I'll need a copy of the "advanced routing tools" and it says to go to ftp://ftp.inr.ac.ru/ip-routing/ to find it.

well this link is down, and it doesnt really give a name of these "advanced tools", at first I thought it was "iproute2" but im not so sure cause according to the freshmeat page, iproute2 is for 2.2.x kernels, and this book is mostly for 2.4 kernels.

does anyone else here know what this author could be talking about? he makes reference to the "ip" command, so whatever he was talking about uses the command "ip"
