tips for user security


I an new to Linux and it is time that I got serious about secruity. I understant the running Linux as root is a risk. I need tips on how to go from root to new user and still be able to control all of my machine. For example I need to run penggy (AOL connection) located in usr/sbin and I an not able with my users primary group as root.
In gereral I need user safty tips.
