modem only starts in root

I'm running Red Hat 9. This is the 2nd install on this machine, but this time I must have done something different and I can only start the modem from the command line as root using wvdial.

Modem lights are on, but I cannot disconnect or connect using the side panel of Modem Lights as I did in the past.

Is this something to do with permissions. I've been trying to find out, but so far, nada.

you probably need to add your username to the 'dialout' group in /etc/group
(I'm not sure if the group is called 'dialout' on all GNU/Linux distros. If there's no 'dialout' group, try making one, or look for another likely candidate, might be called 'pon' 'ppp' or something.)

Sounds like a much more elegant solution than stumbling around trying to change permissions. I've made some attempts to find the Red Hat files that might apply, but as yet no luck.

Anyone familiar with the structure of the Red Hat system?
