I was wondering if it would be possible to make linux act and function like windows longhorn without any windows code?. what desktop would be a good starting point (kde, gnome, lxde, xfce)
Just a thought (and a guess, I could be wrong) but depending on how similar or identical you would make it look, feel and act like Windows, I would imagine you would be getting a call from Microsoft.

Please expand upon this.
As mentioned in above posts -- most DEs and window managers can be made to look and behave a lot like old Windows. this is just due to the flexibility available.
However, when you suggest making things function like Windows Vista you need to be a lot more specific. Do you want to run certain old games or do you want to experience a lot of bugs, for example?
You can make a Linux desktop that looks and acts like the Windows desktop.
You cannot make Windows act or feel like Linux under the hood. For example, you can't make Linux have a C:\ drive or be happy about file names that have spaces in them.

....and there are probably others. As noted, though, it won't change what's under the hood. You can also get icon sets and customize your own desktop UI theme for Gnome or KDE to suit yourself. All it's going to do is make it LOOK like Vista.
