A extremely strong cigarette and one of the worst smelling, IMHO, but very popular in France (or were, things change).
There was a time that they were popular here along with Gitanes. Never understood it, they're absolutely repulsive, and I do love French culture.

I can't tell from the reflection whether it's burning yet. I guess the photographer can't either since the article doesn't claim any such thing. And even if it was burning and she hadn't yet noticed, so what?

I think even for French it did take some time to realize, the biggest moment was when the spire collapsed, nearly 2 hours after the fire began.
