network interfaces

hi,

by default Debian put this in /etc/network/interfaces:

auto lo
iface lo inet loopback

# The primary network interface
allow-hotplug eth0
iface eth0 inet static
address 192.168.x.y
.......

and so on..

but without the "auto eth0" directive, the interface is not activated at boot.
is intentional ?
