also; turning up all eyecandy will make your system feel a little bit sluggish. I don't know what your hardware config is, but if you have anything slower than a p3 600 and 256mb ram I would advice you to run another desktop environment.
If you are running an older version of KDE ( pre 3.0 ) , you should consider upgrading to the latest version, its much much faster.
As for the slugish mouse movements; when in KDE run System Guard and check what program is actually eating up all your cpu cycles.
