How enable kdm in debian

I've been looking at themes for kdm at kde-look.org and everything i read says i need to enable kdm somehow and to read further about it in README.debian. however, i found two such files and neither one of which mentions anything about kdm. There doesn't seem to be anything listed in the forums that is specific to what I'm looking to do. Can anyone point me in the right direction here? TIA

p.s. kde-look says to install the themes in here:

~/.kde/share/apps/kdm/themes

however, at the moment there is no kdm dir

Install an app called kdmtheme and that will enable you to install and configure kdm themes from kcontrol (as root). To enable kdm, you can uninstall gdm if you have it installed and install kdm.
