I've pulled a couple distributions lately with kde 3.5 on it including Suse 10.1 and Kubuntu. One thing I'm noticing is that some of the distros have their systray setup so the icons are smaller and set into two rows which saves alot of space, while others like Suse still have them all as one long row taking up much of the bar. I'm wondering if there is a setting I'm just not finding that will switch the systray icons from a single row of icons to a double one? Also if that can be applied to other panels (such as the icons at the OTHER end of the taskbar) that'd also be useful to know how to do.
I'm not sure if it's a matter of 'not allowing' or me just not knowing where to make that setting change. I know that the lastest beta release of Kubuntu (flight 7) runs kde 3.5 and it's system tray has it's icons organized into two rows. While Suse 10.1 lists them as one single row of icons. I've tried several things but can't seem to figure out how they make the icons into two rows. I've also seen screenshots of other people's desktops in the past where they have kicker configured so the program icons they stick down on the bar are organized into two rows instead of 1. Thought someone might know the secret of how this is done and might be willing to share

Assuming the bar us at the bottom of the screen, it's a matter of the size/height of the bar itself. I've found that how high it needs to be depends on your resolution. At 1600x1200 I generally get the 2 rows at around 50 pixels high.
This is in the menu that allows you to configure the panel, an option near the bottom that allows you to change the height.
With the new kde 3.5.3 I'd returned to the single system tray (kubuntu dapper) so I have been doing some experiments and I've noticed that a panel of 48 pixels is needed in order to see the two rows in the system tray. (1024 x 768 screen).
As BDHamp says, it's a matter of the size/height of the bar.
