I think he's talking about the panel at the top of the screen. That screenshot is of Elementary OS, which uses its own desktop environment that is not available on Slackware AFAIK. However, there might be themes with transparent panels for KDE or XFCE. Maybe try looking in kde-look.org and xfce-look.org.
I use lxpanel (in Slint). It can be set with full transparency and is available on SBo.
However, i'd recommend to use it associated with a WM like twm, fvwm, wmaker, fluxbox or of course with LXDE, rather than XFCE or KDE that provide their own full featured panel(s).

You can make the panels in Xfce transparent as well. You just need to enable the Window Manager Tweaks. Then right click the panel and configure it for transparency.
This is about as transparent I can get it. Not what I was shooting for. I was looking for something like my conky but for the panel. Full transparency.

Especially if you did the recommended Full Install, with a very simple command

kwin --replace
you can get an easily reversed trial for KWin which will give you a huge amount of control over many issues including full transparency. If you didn't do Full Install a simple web search will reveal just how few parts of KDE are needed to do the same. There are other bonuses too if you want, such as Themes and Icons selection.

Ok, I'm just guessing, did you try "solid background" for the panel instead of the GTK theme?
