Problem with Epson 1260 Scanner under 2.6.3

I have compiled and installed kernel 2.6.3 to upgrade from 2.4.24. Under 2.4.24, my Epson Perfection 1260 USB scanner is recognized by xsane and I can use the scanner. But when I boot under kernel 2.6.3 and run xsane as a normal user, the scanner is not found by it. But when I run as root then it is found and xsane comes up.

The output of dmesg does not show the scanner, but when I look at USB devices in Info Center under KDE, I see the scanner listed as a device.

How can I use the scanner as a normal user? Do I need to provide permissions to any file under /dev? I looked at files under /dev/usb and there are several scanner files listed under it. Do I need to provide any permissions to any of those files? How come I can use the scanner as a normal user when I boot under kernel 2.4.24 (I have both 2.4.24 and 2.6.3 installed), if permissions are a problem.
