Submitting to Debian repositories


Is there a process a developer goes through to submit his application to official Debian testing repositories? Or does Debian just bring in applications for testing when they get very popular?

I was able to find lots of info on the Net on how to create a .deb package, but not as much on this subject.

So does this mean I have to become an official Debian developer? I'm not sure I want that kind of responsibility.
