Device or Resource Busy

I've been trying to configure my wireless connection for school, but whenever I try to use iwconfig (even after ifconfig eth1 down) I get an error saying the device or resource is busy. Is there any way to stop this?

try stopping and restarting /etc/rc.d/rc.pcmcia

(this may be a different file, depending on which distro you're using)
