some letters unavailable


for some reason, certain programs will not accept nordic letters from the keyboard; all I get is "??". copy/paste from other programs work fine, and it is not an ordinary character encoding issue, the ISO-8859-1 set does have those letters. using utf-8, I see "�". the keyboard layout is norwegian, so that is not the problem either. any ideas?

konsole, especially annoying when running pine over ssh. I do not use nordic letters very much in bash, so I do not know if it applies here as well. (I am not sitting at that computer at the moment).

I think it sometimes occurs in kate/kwrite as well, but only when writing new text. opening old files works fine, all characters appear as they should. possibly other programs are affected, but I am not certain.

edit: using pine over ssh on a windoze computer works fine, all letters appear as they should; confirming that it is a config issue on my computer.
