make mpg file size smaller

I'm working to reduce the file size of several mpg's I had ripped for backup with dvdrip from DVD's.

I'm wondering what program I use to reduce a 700MB mpg file to, say, 175MB.

I can't imagine this isn't possible. I've seen identical mpg's before, except that one was better quality and a larger file size.

Any suggestions?

You have to recode your files and resize in process. Mencoder (comes with famous MPlayer) can do the job, also there is heavyweight Cinelerra. http://www.cinelerra.org/

cinelerra looks nice, but way too much for me.

any suggestions on how to use mencoder from the commandline to reduce the file size? or any documentation you would recommend.
