These file extensions simply tell you that you have a compressed archive. First, you have to extract the archive to see what's inside.

for *.tar.bz2, you would do:

tar -xjvf filename

First, check that the software you are trying to install is not in the official repositories for your distributions. Failing that, try to locate an unofficial package. Failing that, do what pixellany said.

And just because this has a newbie vibe to it, you'll want to do what pixalleny said in a terminal: Applications -> Accessories -> Terminal.

When you are done uncompressing the file you'll get a folder with the package name. cd into the folder and read the file "install" for installation procedure. Good luck
