Apache permissions


No matter what permissions I give this one .mpeg file it stay forbidden... what do I do?

make sure the directories containing it are world executable

doesn't work. it seems that .php files are allowed but anything else including HTML MPEG and TXT are't.. .JPG files work fine for images.. chmod u+x didn't work
