a) it shouldn't really make much difference under most circumstances
b) if this is a production server, do NOT even THINK about making any changes like this unless you are CERTAIN you know what you're doing, and prepared to invest effort thoroughly testing your application in a QC environment first
c) if you're interested in what it means, read up "TCP state machine", or buy a copy of the late W/ Richard Stevens "TCP/IP Illustrated" (a brilliant series, by the way! Highly recommended!):
