permission to use devices etc

Recently our organisation switch from dial up to Cable connection and we are using Windows98Se.

Now we are going to implement RedHat Linux 9 in our main server. I would like to know (I am new to Linux) is there a way that I could create groups with permission to use different devices such as the printer, scanner, CD-Rom Drive etc. And also how to create groups which will have limited root power such as back up, changing user password, adding new users, etc so that I can assign users to these groups and they can perform these tasks in my absent without the root password known to them.

Any online tutorial links will highly helpful.

Hello. You can do all of those things in Linux. If you want to even restrict root access you can use SELinux. I honestly think your best bet would be to buy a good "Intro to Linux" book.
