Disable drop and drag

Hi
I have a Linux machine currently running Redhat9; this machine acts a fileserver with samba shares for windows access. I need to know how to prevent users from dragging and dropping directories. I want the users to be able to read and write to these directories, but not have the ability to do the drag and drop and lose folders in other directories.
Hope this makes sense to someone out there.

... ummm, sorry, makes no since

drag and drop is a protocol applications use to talk (kinda) with each other, usually implemented thru a toolkit ......

if its even remotely possible, then you'll at least have to say what standard toolkit you use that you want to see if its possible
