If you are not paying for the subscription and support then why not use CentOS. It is RHEL with the logos removed and no enterprise support. All the other things are same as RHEL.
If you want to keep with it then find someone in your city who has RHEL4 update 1 cds and ask him/her to let you copy. I can not help you in this regard. I do not have those cds and I use Cent OS on my servers and RHEL4 only on the test machine that is not under live environment.
