Should ifconfig work to change MAC for any ethernet card?

I believe the MAC address for a ethernet or wifi card are hard coded into the actual card. This cannot be changed. Routers are able to spoof their MAC address, but that is a slightly different matter, those are built with that function.

While the MAC of ethernet cards are hardcoded, according to man ifconfig it is possible in some circumstances.
