I found another thread here(doh! I can't post a URL!), that I thought was going to fix my issue, but I couldn't find one of the config settings the helper asked for.
I have a homemade system with Intel AC'97 sound on-board. It seem to be detected by the OS, but volume control sliders will not appear. The previously mentions post asked for these three things:
The output of lspci
The output of cat /etc/modprobe.conf
The output of cat /proc/asound/card0/codec#* | grep Codec
So here goes.

(this is where I had trouble)
All I get is this:cat: /proc/asound/card0/codec#*: No such file or directory
I think I am really close to getting this working... any help on this would be great.

Distribution: Switched to regualr Ubuntu, because I don't like KDE4, at all. Looks like vista on crack.....

Installing the latest versions of Alsa-driver, Alsa-util and Alsa-lib solved my Intel sound issues. What version do you have right now ? The latest is 1.0.16. Here is a link
This page also helped me quite a bit, even though it's ubuntu centric, it will at least help you install the latest alsa drivers, I don't think running fedora will hurt, in other words, it should work on fedora too.
I'm sure you probably already have checked this out, but some people do miss it sometimes. If you are using kmix (I'm unsure about other mixers, as I don't use them), check to make sure you have the right master channel selected, and the make sure nothing is muted. If it is a codec issue, another user here ended up fixing his codec problems by installing vlc, after that, mplayer worked, where before it hadn't. Vlc gives you almost every codec. But it looks like your problem is a little deeper.
In any event, none of these fixes will hurt or take much time, and one of them might work.
I currently have alsa version 1.0.15, but I tried upgrading anyway. No difference. I did discover this however (not sure if it's significant). When I try to open the PulseAudio Volume Control, I get an error. In my travels trying to get this working, someone with the same problem on a similar system, said they got the sound to work by using Pulse. Not entirely sure what that means though. I would post the log file, but it's too long to post. And I cannot attach files. If you think it would be informational, I can grep out a part of it...
I had this exact same problem on FC 8, on-board Intel sound hardware. I could play test sounds from hardware->sound, but the Gnome volume control said "gstreamer not available" or some such. I tried resetting selinux, reinstalling alsa, pulse, changing groups, etc. Nothing worked, and I tried different things for a week.
Then I found the hal daemon wasn't running at startup anymore. Trying to restart it only gave "hal daemon start: FAILED".
