unable to open initial console

Not kernel panic, just it can't open initial console....
...the situation is :
a boot and a root disk, the root seems to be loaded right but it gives me this error message...
I have tty and tty1 in /dev/ and init in /sbin/..please help me I'm stuck

the init console error is usually caused by incorrectly specifying the root mount in lilo... have you tried changing it around?
