Quake3 Server, always 999 ping, can't figure it out

It's an Athlon XP 2800, 512mb RAM, 80gb - SuSe 9.0 installed.

I wanna run a CPMA Server and installed quake3 the following way:

- uploaded pak0.pk3 and copied it into */quake3/baseq3
- installed latest Point Release (Linux)
- installed CPMA
- created server.cfg (check at the end of the post)
- I started the server with:
/usr/local/games/quake3/q3ded +set sv_pure 1 +set vm_game 2 +set vm_cgame 2 +set vm_ui 2 +set net_ip 217.172.187.x +set dedicated 2 +set fs_game cpma +set com_hunkmegs 32 +exec server.cfg

However, as soon as I connect I can see the Arena etc. but I'm stuck at 999ms ping. TheAllSeeingEye also tells me that the Server got a Packet Loss of 9%. Sometimes the ping drops to it's normal level but only for about 15 seconds..

I tried this stuff on 3 different Linux Systems now (Which were all running on a different provider) and I got the same problem EVERYWHERE, even on the debian machine.. It's unbelievable..

Anyone knows what I'm doing wrong?

That's the server.cfg:
