ubuntu's install CD is a live CD like knoppix. You can apt-get (I believe), though you may have to mount a drive to store programs as your ram drive may fill up fairly quick.

Yes, Knoppix is one of them, as well as almost all Knoppix derivatives. When installing Knoppix, do a "Debian" style install. Note that Knoppix is sufficiently different that apt-get install will always work, but if you're just installing a handful of packages it should work just fine. (If, on the other hand, you do a big upgrade of KDE to the next version, you'll probably run into problems.)

Or you could just install Debian.

A live stable Debian distro could be great but not existing

Any Debian install disk should do I would have thought (not being a Debian user).
I recently had to rescue a Ubuntu beta test system - rescue mode from the install CD enabled me to chroot into the disk system and manually apt-get libc6 (from memory) and then successfully apt-get update and apt-get upgrade.
System was unusable otherwise.

PCLinuxOS is rpm-based so is not related to Ubuntu or Debian in any way, but does use apt4rpm, so uses apt-get, synaptic, etc tools to maintain, update and install packages.
