Have you tried "apt-get install synaptic"? Synaptic is a gui frontend for apt and will show you what you have installed and any new packages available. It also has an update/upgrade option. Give it a go.
First off, you should try apt-get update (logged in as root). I take it that it's not working?
As root, use a text editor on /etc/apt/sources.list
If you see any instances of "ftp2", then replace all instances of "ftp2" with "ftp". For several months, ftp2.de.debian.org has been dead. It was just a mirror for ftp.de.debian.org, though.
