Gentoo /dev permissions

On Gentoo, how can you get it to preserve your permission changes to the device files? I had to change the permissions on the /dev/nvidia* files because they were all messed up but every time I reboot, they revert to what they were!
I remember seeing an option in one of the config files about tarring up the devices folder before shutdown but I can't find it again (as is always the case when you are looking for something

The file with the tarball option is /etc/conf.d/rc. Also, you may want to look at the udev rules in /etc/udev, if you use udev (the current gentoo default).
