gettext is not being found.. making a ton of things fail.. (it IS installed)

argh.. everything has been going well.. but now I'm trying to install Eterm and it's failing it at

Code:
configure: error: perl module Locale::gettext required
===> Script "configure" failed unexpectedly.
I have installed every port i can find that even says gettext in the name.. but it's STILL not being recognized.. I'm pulling my hair out on this one.. any help?

Code:
cd /usr/port/devel/gettext
make deinstall
make install clean
I've had this happen before and I'm not sure what causes it but I know this fixed it for me when it did happen. Basically, something over-writes a file the configuration program checks for... the install replaces it and everything works perfectly.
