Where is info to create user accounts located?

Where is the information used to create user accounts located in Ubuntu Server 6.06.1? I would like to be able to have all users have a different home directory than in /home/[user]. For example /home/users/[user] instead.

At least on Debian Stable, you can change the default home directory in /etc/default/useradd or /etc/adduser.conf. I would try making the change in /etc/adduser.conf.
