Yes, the site for 8.10 will be ubuntu.com (the same as for all other versions).

8.10 is expected to be released October 30 according to the milestone. The release notes are here.

Ubuntu 8.10 is at Release Candidate stage. You can download the LiveCD looking for a mirror among those listed on the official site. All the recent releases of Ubuntu are LiveCD, except for the "alternate" version which is a simple text-based installer.
