in redhat base system STARTMOD=onboot/manual/hotplug option is used to define how to start interface. you can also use ONBOOT=yes/no to up/down interface during boot.
in debian base system if you define auto
interface name in /etc/network/interfaces file then interface will up during boot and when you restart service otherwise you need to manually.
