No "Login Prompt" using VNC and 9.04???

Recently I upgraded to 9.04 and VNC no longer gives me a "Login Prompt" for logging in a user while trying to connect with Ultra VNC.

Everything works fine as soon as I log in a user at the machine but until then I just get a blank screen.

Anyone have any ideas on how to fix this or what the problem is?

Thanks,

I get the following:

The program 'vncpasswd' can be found in the following packages:
* tightvncserver
* vnc4-common
Try: apt-get install <selected package>
vncpasswd: command not found
