Define "like mIRC".
X-Chat can load scripts, have multiple windows, multiple server connections, accepts right-click commands, etc.
from an ubuntu console you can run

And then you can enable the repositories in the
/etc/apt/sources.list config file before running:

which I think is spelled that way or maybe xchat.

Xchat is a graphical IRC client. It runs under the X Window System and uses the GTK+ toolkit. Optionally it can be compiled to use Gnome.
