Issues with Ubuntu13.04: screen distortion at booting and long booting time!


I today upgraded my ubuntu12.10 to ubuntu13.04. I read a few sites in google and also read ubuntu site to know about 13.04 before upgrading.

1) It was mentioned in ubuntu home page about ubuntu13.04:

But I don't see so. Ubuntu 13.04 doesn't take less time as 12.10 while booting. This is my observation at booting.
Also while doing other operations like opening folder, changing from one tab to other in firefox browser, and while doing other day to day works which I had been doing earlier also with 12.10, I oberserved that it is functioning slowly.
What is your experience with 13.04. Since last 5 hours I am using 13.04 but speed is not better at-all compared to 12.10. Also for a few moments my system hangs and then again works. when I scroll a page down, it doesn't scroll smoothly. It pauses and then scroll down 1 step , then again pauses and again scroll down 1 step... It's irritating.
I was not very much wishing to upgrade from 12.10 to 13.04. Because 2 months back when I was deciding which distro to install (12.10 vs 13.04), I read in ubuntu site only that 12.10 has more features/applications than 13.04. It mentioned that 13.04 is better for having long term support.
But within last 2 days I went thrugh sites and also read that 13.04 is the fastest ubuntu ever. So, I made up my mind but I'm dissatisfied.
Also,in 13.04 I w'd mention the time it took to boot up. I calculated 2 times.
login time---------entering time-----------logout time
45 19 27
47 19 22
login time = time taken from GRUB2 bootloader to login screen.
entering time = time taken from login screen to desktop
logout time = time taken to shutdown

the 2nd row signifies the time when I simply booted and then simply did shut-down. this was for testing purpose.

2) The 2nd issue is while booting when the screen comes (before login window) where Ubuntu is mentioned , for a second in the middle of the screen white lines come which reduces the look. Also, regarding look, I had read that 13.04 has a beautiful appearance. But I haven't noticed that except the the shutdown/restart button look is changed.

It may be fast when compared to its functions and beauty

To get greater speed you can switch to SSD disk that will decrease boot time..
About screen distortion, that may be related to your gfx card.

If it's gfx card issue then it should be happening in my previous distro 12.10 also. Is it that I missed noticing this screen distortion in my previous distro!!!
