Where they tell you how to not only fill out/read bug reports, but also ask for new program features, and tell you that for some applications, you'll have to ask the application developers for whatever it is you want. You submit a bug report and tag it with [Wishlist]. Again, you do no basic research and show no effort.
I'd also take a good look whether a similar/identical feature request already exists.
I'd also have a very good think before even suggesting anything; usually dev's are already drowning in issues and I don't want to make their lives harder.

Based on the OP's posting history, I doubt seriously whether such research into the program features would actually take place.

I know there are web sites to report bugs to the developers; however again, I'm looking for a web site where I can make suggestions (that aren't necessarily bugs), a site where I can make suggestions for developers to look over....

I'm assuming the author of post #2 is on the OP's ignore list? Or am I missing something? Seems to me the question has been answered quite well already.
Pretty much any project that uses github, gitlab, sourceforge, etc will tell you to file a ticket or issue with the proper tags. This way they can much better track where progress on said suggestion is going or not going by linking relevant commits, discussions, assigning to proper developer, etc.

Yes, 2 people are on my ignore list and that is one of them - I can only see that they made a hidden message.

Your suggestion is fine. Your delivery of the suggestion needs improvement.
All I did was put the following keywords into a web search engine: ubuntu + suggestions + "how to"

The problem is that he was not interested in listening to you. Something happened in the past between you two. There was friction and the fault is entirely on you. He decided to eliminate the problem by putting you on an ignore list.
If you want to educate people, just make suggestions, or tell them what you would do. That would be sufficient.
What is the feature? If it's a Gnome feature, why not contact the Gnome devs?

Well, one thing that came across my mind, and it may be a Gnome suggestion. Is that when I click on "settings" in my dock, I can click on each individual "setting" such as Network, Bluetooth, Background, the list goes on. When I click on each individual setting with my mouse, then the information pertaining to it changes to reflect and coincide with it on the big window on the right side.
However, I have noticed that if I click Settings in the dock, I can also use my up and down arrow keys to change from one setting to the other. However, when using the up/down arrow keys to move from one to the other, the information on/in the right side does not change to pertain/reflect what is highlighted on the right hand side. It is not just my desktop that does this, as I have noticed that it occurs also on my laptop (in Ubuntu 20.04 lts). I don't know if I would go so far as call it a "bug," but it certainly could be a suggestion that it be looked at or "fixed" by developers...

That's a rash assumption on your part if you don't know the cause of the friction. I know I don't know what it was. TBOne could have left out the commentary but perhaps he is trying to encourage the OP to put some effort into questions before posting here. I've seen a number of posts by the OP (like this) which could have been answered with a simple web search. This question was asked and answered at the Ubuntu forums earlier this week.

Sorry, no. The first few times that's the way it was....after DOZENS of times over the course of years (and feel free to look at the OP's posting history), it's a bit much. If you want to post that way, then great...feel free to spoon-feed folks all you want. Fact is, the OP shows no effort, and it's not just me that's called them out on it, and when you do, you get onto the 'ignore' list because you're 'mean' and 'rude'.
I'm here to help folks, not babysit them. If you want to, that's up to you.
