By implementing the feature yourself and then sending a patch or pull request to the maintainers of the relevant Ubuntu component.

It is a good answer since Open Source software tends to be under staffed. I hear that both Gnome and KDE projects are under staffed.
I am planning at looking into Dolphin (the file browser).
Or do translation work. Or contribute some graphics and icons. Or do bug testing.

These are the ones that are doing relatively well.

Then there's those one man projects - sometimes because nobody can be arsed to contribute to a FOSS project that isn't sexy, sometimes because the "one man" likes it that way - or at least initially thought they liked it that way.

All FOSS projects are "understaffed", although that term doesn't fully translate to how (most) FOSS projects work.
