With every new Linux distribution release, there's also a "feature freeze". That means, no new versions of applications are integrated anymore. (In contrast, severe bug fixes are supported, at any time, for the time the distribution is supported by the vendor.)
A new version of Ubuntu is released every 6 months.
Theoretically, you could (compile and) integrate a state-of-the-art version of GNOME (or any other software you might think of) yourself - however, this would probably lead to compatibility problems, as GNOME is quite a central component on which many other components rely.
In other words, a Linux distribution is a set of applications that are tested to fit with each other.
- Just wait a month, for Ubuntu Edgy, and you'll get all the new stuff.
- BTW, there's also the Gentoo Linux distribution - that one is always up-to-date. That's great, but there are some disadvantages, too.
- So, the answer should be, "no."
