If you're using the x86_64 version, I think that is because you need to specify a number value, 1 or 2, to the -santa option (but it draws one in etiher case ): looks like segfaultin' here is used as its way to tell "I lack a parameter".
here (LXDE), to see xsnow's output, I had to kill pcmanfm because it was using my root window (xsnow wants to run there).
there was a topic about it a few weeks ago.
for what I know, you can't because it's covered by the plasma desktop: GazL explains it in the topic above.
if you really want to see it you can, from a terminal

xsnow &
killall -9 plasma-desktop
then kill it and relaunch the plasma-desktop

killall -9 xsnow
plasma-desktop
(but this is not reccommended because plasma-desktop should be launched from kded4, so it *could* cause momentary problems, you can alternatively kill the X session and relaunch)
