I'm not exactely sure what your asking. If you want to use another DNS server as a primary to yours, then just add the other name server to your /etc/resolv.conf file.
Code:
nameserver 192.9.9.3
nameserver YOUR_IP_ADDRESS
Unless your working for Sun Microsystems, I don't think it would be a good idea to use 192.9.9.3 address.
Code:
# whois 192.9.9.3
OrgName: Sun Microsystems, Inc
OrgID: SUN
Address: 4150 Network Circle
City: Santa Clara
StateProv: CA
PostalCode: 95054
Country: US
NetRange: 192.9.9.0 - 192.9.9.255
---snip---
# nslookup 192.9.9.3
Server: 192.168.1.10
Address: 192.168.1.10#53
Non-authoritative answer:
3.9.9.192.in-addr.arpa name = ns.Sun.COM.
If your asking about creating a primary DNS zone, then this article has a good explaination about Bind:
