Slackware64-current, Wed Jun 16 01:06:18 UTC 2021 ChangeLog.txt, running KDE Plasma. Noticed this behavior after the after the Sun Jun 13 19:27:08 UTC 2021 or perhaps the Thu Jun 10 23:42:12 UTC 2021 update.
SanDisk USB inserted, Disk and Devices detects it, presents options to Mount and Open, Download images using gweview or digikam, Mount.

I use the Mount option. I am able to access it via /run/media/chris/87E3-2C37/ no issues. I can also open with Dolphin and navigate not issues.
Use Safely remove, device is removed from Disk and Devices:

In summary the USB is only recognized by Disk and Devices on first plugin, plugging the same USB in subsequent times after that and Disk and Devices does not detect it.
Using another USB stick, then going back to the other stick then it is detected.
I discovered that Dolphin picks the device up when reinserted and mounts it correctly when the stick is selected. So I can use Dolphin as a workaround to mount the USB stick.
I anyone else seeing this problem and how to fix it.

On my system using Slackware64-Current & XFCE4, the drive letter is recycled very quickly (seconds), but I have no automount daemon - the KISS principle. My guess is that's where the long memory is coming from. Of course, in cases like these, one man's 'feature' is another man's 'bug.'

As I mentioned in my first post, this is a new behavior, I will modify this to possibly since Wed Jun 9 18:59:30 UTC 2021 ChangeLog.txt. Reasoning on my laptop I was denied access to mount the USB, this behavior was fixed with the Wed Jun 16 01:06:18 UTC 2021 update with I presume "kde/polkit-kde-agent-1-5.22.1-x86_64-1.txz: Upgraded."
'cat /etc/mtab |grep sdc' produces nothing, unless... The mount is accepted by "Disk & Devices" or I mount the device by selecting it using Dolphin which produces this:
So it's clear. The kernel is dropping it, 'disks & devices' isn't.
Then, it's a kde issue. You may be able to configure your way out of it in Disks & Devices, but my pc crawls under kde, as if every program is a bash script I wish you luck. There may already be a cug about it, or you could file one.
Here KDE is a bit slower than I'd like on starting (startx) and closing (logging out), especially after a reboot. I do have six programs set for autostart though. Once running it's a-okay.
How is it clear the kernel is dropping it?
I didn't mention above, that a reboot clears up the issue until the USB is plugged in a second time; which of course makes sense.
I boot to runlevel 3, I found that logging out of KDE back to the CLI clears what ever is causing this. I can startx back in to KDE and on the USB stick is recognized. I have not tried this with runlevel 4.
Edit: Just verified same behavior with runlevel 4 (Plamsa X11).

Ah well, then, it's the familiar problem of the Window Manager thinking it knows what you want better than you do. We've all had that fight sometime. Enjoy!
Could it be related to power saving options in bios or whatever ?
I can't see how these could be related. The USB sticks mount just fine using Dolphin. If you open System Settings > Removable Storage > Removable Devices you can watch these devices show as Disconnect or Attached devices. I'm still playing around with this so far it is not working as I think it should.
I believe the problem lies in systemsettings kcm_deviceautomounter.
