The kernel should work if you don't enable SMT aka hyperthreading (which you don't get an option for unless you enable symmetric multi processing) but you will only be using part of your processor which will slow down you machine considerably, if you check

Then you should be able to see if your p4 is hyperthreading or not depending on if two processors are listed - I also think the flags section of cpuinfo has something like ht, I would be suprised if the SMT is the cause of your network woes - possibly something else in the old kernel thats not in the new one? Anyway upto you if you try it or not, I spend several months on my first custom kernel before I realised I could activate hyperthreading but was glad when I did.
