Missing libstdc++ / GCC4 Make Errors

I seem to have a missing libstdc++-devel, according to KDEWebDev 3.4.0. Where would I get the standalone library?

So far, I've decided to install the GCC4.0 to remedy the problem, but it's had errors:
Code:
config.status: executing default commands
make[1]: Entering directory `/usr/src/gcc-4.0.00/build-i686-pc-linux-gnu/libiberty'
if [ x** != x ] && [ ! -d pic ]; then\
  mkdir pic; \
else true; fi
touch stamp-picdir
make[1]: ** No rule to make target `../include/ansidec1.h', needed by 'regex.o'; Stop.
make[1]: Leaving directory `/usr/src/gcc-4.0.0/build-i686-pc-linux-gnu/libiberty'
make: *** [all-build-libiberty] Error 2
Why is the make target missing?

The C++ header files and libraries are part of the gcc-g++ package in Slackware.

I don't think KDE compiles with GCC4 yet.

If you want to compile KDE, you will need the latest CVS versions of GCC 4, because of some problems with the initial gcc 4.x release.
