Keyboard rate & delay

The thing that causes me most problems with the 'nixes is the keyboard rate etc (just too fast for my manual worker hands)
So I RTFM and entered "kbdrate -d750 -r10" as root and it froze the system above basic console level.

I saw mention of another file to edit & tried to find it with no luck.
i must be missing something real basic here, anyone have any ideas ?
