When you run
hp-setup, do not run it as root (it actually won't let you do that but you can force it and you don't want to do that) -- run it as "you" and you will be required to enter the root password.
If
hp-setup does not find your printer on your LAN, click the advanced options tab and manually enter the IP address of the printer Manual Discovery section (be sure and check the box too).
It would be a good idea to set the address of the printer to something below 102.168.1.116 (that's DHCP country). Try something like 192.168.20 or so (doesn't really matter as long as it's below 192.168.1.100).
You should be able to
ping the printer. If you add or edit an entry in
/etc/hosts something like

you should be able to
If you cannot, double check the setting in the printer's set up page (to use fixed IP, you need to set the address in the printer's menu).
Until you can ping the printer you're wasting your time trying to run
hp-setup (it'll never find the printer if you can't ping it).
