Having the same issue with my T14 here.

Does anyone know where to correctly file a bug report for this? (kernel vs. freedesktop/amdgpu)

So, they don't need the udev .rules (needed for 5.14.x serie) or any other workaround
It seems that this is only related to version 5.14.x. (for me, at least)

I can also confirm that this problem is fixed in 5.15.x on my end. No longer need udev rule.

+1. Since upgrading to the 5.15 series kernel today, this issue is resolved with no udev rule required.
