why cannot create user account with uppercase characters on redhat EL3 ?

I never had that problem, what tool were you using?
Why is this necessary?
There is a *nix tradition of using lowercase & a matching prejudice against uppercase. I suspect this dates to the 60's when printers only printed capital letters -- I know I was overjoyed when I found that my 1st CP/M box did lowercase.

I use the standard tool adduser on linux RedHat ES 3.0 and impossile to create an account using upper case account name

It is not necessary !! I would like to be able to create accounts without this limitation

If so, try it. In many distros it is more "primitive" than adduser, & therefore may be less restrictive. When I say "primitive", I mean nothing is automatic. You will have to RTFM & supply all the options on your own.
